My father lived on social security.  He died of small cell lung cancer at 79.  He was an avid golfer and got his third hole in one just a few months before he died.  I have no doubt he would still be with us today if he had never smoked, even though he quit more than 30 years ago after his father, also a smoker, died from emphysema.  For those who think smoking is a matter of individual freedom, my father's medical bills were paid by Medicare and came to more than $250,000. I can assure you the tax paid on his cigarettes never covered that cost.
